Welcome to Guardian Angels Philippines


We are an organization dedicated to safety. Every Guardian Angel shares the belief that citizens of all ages have a right to live without fear of physical harm, intimidation, harassment, or violence.

The Guardian Angels are volunteers who provide public safety and education in our neighborhood streets our schools and cyberspace. We include successful professionals as well as young people on the rebound. We are from the inner-city the suburbs and even the countryside. We are men and women and young people from all colors and backgrounds. We all work towards a universal goal that everyone has the right and deserves to be safe.


HISTORY

Founded by Curtis Sliwa in 1979, many of the original Angels worked at the east Fordham Road McDonald's in the Bronx where Sliwa was a manager, and had been members of Sliwa's volunteer garbage clean-up group, The Rock Brigade. Originally formed as "The Magnificent 13" referring to the original 13 members, the group soon became the "Guardian Angels" as membership expanded. In the beginning, New York City Mayor Ed Koch publicly opposed the group. Many government officials also opposed the group whenever they attempted to open a chapter in their cities. Over the years, however, as the novelty of the organization and controversy has died down, and as citizen involvement and outreach has increased, there has been less public opposition to the group by government officials. Former Mayor Ed Koch later reversed his stance on the organization and former New York City Mayor Rudolph Giuliani and current New York City Mayor Michael Bloomberg have publicly supported the group, although Toronto Mayor David Miller and Toronto Police Chief Bill Blair publicly oppose the group. Two Guardian Angels have been killed while on a patrol. Frank Melvin was shot by a police officer in Newark, New Jersey in 1981. The officer who killed the angel alleged that Melvin was running toward his partner in a hostile manner, confirmed by witnesses. Juan Oliva was shot by a gang member in New York City in 1983. Two other former members were killed while intervening in muggings. There have been no more fatalities of Guardian Angels on a Safety Patrol since then. The Guardian Angels have established chapters in London, Tokyo, Houston, and Cape Town, South Africa. The Guardian Angels have also begun to include youth programs, teacher programs, disaster response, an Internet safety program called the CyberAngels, self-defense courses, as well as community outreach addressing issues beyond crime.

Political Issues
Curtis Sliwa hosts a major New York radio talk show on WABC where he usually favors populist conservative views. However, the organization accepts members regardless of race, gender, age, religion, political view, or sexual orientation and attempts to avoid political issues. In the beginning, most members happened to be young, inner-city minorities who lived in the most crime-ridden areas.

Activities
The original and main Guardian Angels activity is the "Safety Patrol" in which members walk the streets or ride transit. Guardian Angels must be in uniform to represent the organization. They can be identified by their red berets and red jackets or white t-shirts with the Guardian Angels logo of an eye inside a shield with wings. Chapters operate similar to franchise networks supporting one another regionally under standard rules, regulations, and training. The Guardian Angels state that they are an equal opportunity organization that encourages diversity. The organization accepts volunteers who do not have a recent or serious criminal record and are not members of a gang or racial hate group. In order to join the Safety Patrol program, members must be at least 16 years old. Younger members are allowed to participate in youth programs. Safety Patrol members are prohibited from carrying weapons and are physically searched before patrolling. They are trained in basic first aid, CPR, law, conflict resolution, communication, and basic martial arts. Members are paired up and follow the directions of a Patrol Leader. Members, however, are allowed to do whatever they feel is lawful and necessary in case their lives, or the lives of other citizens, are endangered or fear serious personal injury. As of 2006, the Guardian Angels have been active in Orlando, FL.[1] due to the increase in murder and crime rates. Boston, Massachusetts followed suit in 2007, at first to the opposition of Mayor Tom Menino who eventually supported the group due to the welcoming the Angels received from the people.

Guardian Angels Safety Patrol Program became a landmark of progress and safety as a tool for progress and development. Our grass root activism focus mainly to prevent violence and determine crime through Safety Education Resolving Conflict.

MISSION AND VALUES

The Reality
Every day, we receive calls and letters from individuals pleading for help to overcome violence in their worlds. These calls only confirm the increases in violence, harassment, and intimidation reported daily in newspapers and research surveys. Bullies, predators, and gangs, in increasing numbers, are creating fear and danger in our communities. The perpetrators lurk in schools, neighborhoods, streets, subways and the Internet.

The Dream
That all children will enjoy a safe environment in which they can rise to their full potential and develop self-esteem, confidence and pride of accomplishment through a contribution and commitment to society.

The Goal
To motivate teachers, parents and children to create a safer, more powerful future through our programs focused on personal safety, civic contribution, value development and cyber security. To bring violence prevention programs to schools across America for the benefit of students, families, and teachers. To serve as a resource for training teachers in violence prevention at institutions of higher learning.

The Plan
Through increased partnership with educational, business, cultural and religious institutions in our communities, we will solidify and expand our pragmatic and positive role model programs. We will expand and enhance our programs focused on personal safety, neighborhood safety, cyberspace safety and civility, with a special emphasis on overcoming social and educational adversity. In concert with our nation's schools, we will continue our groundbreaking work to develop curricula illustrating and documenting the benefits of violence prevention.

THE PHILIPPINES

Nowadays if you see a group of people stands out in a crowd sporting a very visible Red Beret, wearing a cargo pants on a white neat shirt moves in a military like formation, do not be alarmed, they are ordinary citizens group on a humanitarian assistance and safety awareness mission. They are called The Guardian Angels, all volunteers from different walks of life united in one common ground, to advocate safety and prevent violence. Composed of friends, neighbors and mind like citizen they help school kids and ordinary people , patrol the streets and the community all weaponless. Armed to the teeth with skills, knowledge and common sense the volunteers applied citizen’s right and the Good Samaritan concept working within the limit of the laws. This law abiding citizen’s are the role model for the modern world. You can see them assisting kids and old people cross the street, helping out in disaster and calamity, they conduct neighborhood visitation and sometimes teaching kids to read and write in mountainous village, they are your Guardian Angels…Role Model for life.

PHILIPPINE CHAPTER HISTORY
Guardian Angels Philippines was established in 2005 prior with the visit of Curtis Sliwa to the Philippines years ago. His concern for the unstable political situation in the Philippines and seeing juvenile offenders around Metro Manila, Curtis decides to help the Nation on its fight against Crime, Terrorism, Poverty and Hunger with the Guardian Angels Help Yourself Volunteers program that aims to curve Crime, Domestic Violence and other conflicts that keeps the Philippines economy stagnant. With the Guardian Angels expertise on Violence Prevention, Safety Education and grass root activism for safer neighborhoods, Guardian Angels Philippines was born to help and empower ordinary citizens and community providing a safer haven for their kids to grow reaching their full potential.

The 1st  Patrol

Training the Guardian Angels first group in the Philippines in 2005 with Hawaii and Japan Safety Patrol trainors held its 1st official Safety Patrol in West Triangle, Quezon City, Test Patrol the Metrol Rail Transit from North bound Quezon City lanes to South bound Pasay MRT Station and Manila’s Light Rail System. Quiapo districts all the way to Pasay City was included in the 1st Safety Patrol of 2005.

Partnership
Coordination with supportive  Philippine government agencies and authorities from DILG, the National Police and NBI was made prior to introduction of Safety Patrol to local communities. Safety Patrol Training was made in the vicinity of South Triangle in Quezon City and a year after in Davao City and South Cotabato in Mindanao.

Awards
Succesful local Guardian Angels community program earned its First National, Regional and Provincial Awards and Commendation seeing Safety Patrol volunteers in action during calamity and disaster response in Davao City and Community safety programs in Tupi, South Cotabato in Mindanao.

Today
Guardian Angels Philippines continues to serves communities, expanding and growing local programs that aims to achieve maximum growth in areas and regions in conflicts delivering safety program to contribute and realize the dreams of every Filipino people the right to live safe, secured and progressive.


PROGRAMS


Community Safety, Cyber Safety
and Violence Prevention

Guardian Angels Philippines leads the campaign professionalizing the skills and knowledge of Tanod and CVO.

Recently Guardian Angels Philippines encouraged local government officials to adopt Guardian Angels Safety Patrol system to enhance and upgrade skills and knowledge of Civilian Volunteer Organization (CVO) and Tanod (Safety watchers) giving a new definition in their role as community protector.

C.D.P. - Community Defense Plan (Crisis Management on Large Scale Armed Attack)
Integrated Community Safety Simulation Drill that aims to build close coordinated action in times of emergency. Cooperation between the community, the local government unit, the law enforcement agency creating the blue print of action and counter action for town or city defense.

W.I.N.G.S. - Weaponless Initiative Neighborhood Group Safety Patrol
Neighborhood and community base Safety watch composed of private citizens volunteers. Community and Corporate Support are encouraged to help in as civic contribution and social responsibility.

D.R.O.P. - Disaster Response Operational Procedure
Guardian Angels Philippines Disaster and Calamity Response program that aids volunteers in time of emergency to evacuate and help communities in danger.This program intend to be develop as built in safety system for areas prone to calamity and disaster.

L.I.F.T. - Load Immediate Food Transfer
Provision and Food Distribution for Calamity and Disaster Victims, Guardian Angels Philippines volunteers Emergency Response program known as Quick Meal Mission.

Guardian Angels Philippines Internet Civility program under CyberAngels International Online Safety Education to help parents protect their kids against harmful and dangerous content of internet.

COMMUNITY Safety Patrol

In each safety patrol chapter, Guardian Angels volunteers safeguard streets, subways and other public areas. From dusk until dawn, without weapons, these committed volunteers help to ensure that citizens can enjoy their communities without fearing for their safety. The Guardian Angels attend community festivals and other large gatherings to deter criminal elements from disrupting the celebrations. Guardian Angels volunteers are also on call 24/7 and support the community whenever they are needed.

The Guardian Angels remains a volunteer-based organization made up of dedicated individuals who generously donate their time and energy to help protect communities around the world. A unique feature of The Guardian Angels approach is the group�s inclusion of inner city youth in the safety patrols. By making young people part of the solution rather than casting them as part of the problem, The Guardian Angels empowers youth to take pride in their communities and contribute to the safety of their neighborhoods. Over the years, Curtis and his Angels have empowered thousands of citizens - both young and old - to take responsibility for cleaning up their communities and safeguarding their streets. As a result, there are now more than 90 Guardian Angels safety patrol chapters throughout the world, with constant additions being made. And the grassroots community patrols that Curtis began also spurred the creation of neighborhood watch groups throughout the United States and around the world.
